在生物多樣性公約第十七次締約方大會召開前夕，3月24日下午，“展望COP17，深化地方生物多樣性行動”城市生物多樣性研討交流會在北京順利召開。會上，國內(nèi)相關(guān)智庫、部分國際機構(gòu)和部分城市代表面向全球城市及地區(qū)共同發(fā)布了《邁向亞美尼亞的城市宣言》。

宣言重申“昆明-蒙特利爾生物多樣性框架”2050愿景是創(chuàng)造一個與自然和諧相處的世界，宣言呼吁現(xiàn)在及將來的成員城市承諾將生物多樣性保護理念融入城市規(guī)劃與發(fā)展中，持續(xù)大幅增加城市綠藍色空間的面積、質(zhì)量和連通性、可及性和效益，健全生態(tài)環(huán)境保護法制法規(guī)，嚴格執(zhí)法監(jiān)管，推廣生物多樣性保護科普教育宣傳。宣言倡議各城市應(yīng)為包容和可持續(xù)的城市化和生態(tài)系統(tǒng)功能和服務(wù)的提供做出貢獻。

本次交流會由清華大學(xué)生態(tài)文明研究中心、清華蘇州環(huán)境創(chuàng)新研究院與宜可城—地方可持續(xù)發(fā)展協(xié)會聯(lián)合主辦，生態(tài)環(huán)境部環(huán)境與經(jīng)濟政策研究中心、河北清華發(fā)展研究院提供支持。來自十堰市、天津市寧河區(qū)、湖州市、寧波市北侖區(qū)等14個城市及地區(qū)代表在線下及線上參加本次交流會，部分城市代表分享了作為生態(tài)環(huán)境保護工作的主體單位在地方生物多樣性保護工作中的經(jīng)驗和典型案例。

《邁向亞美尼亞的城市宣言》Declaration of Cities: Road to Armenia

我們重申“昆明-蒙特利爾生物多樣性框架”2050愿景是創(chuàng)造一個與自然和諧相處的世界：生物多樣性得到珍視、保護、恢復(fù)和合理利用，維護生態(tài)系統(tǒng)服務(wù)，維持健康的地球，并為所有人帶來必需的福祉。

We reaffirm the 2050 Vision of the Kunming-Montreal Global Biodiversity Framework: a world of living in harmony with nature where “by 2050, biodiversity is valued, conserved, restored and wisely used, maintaining ecosystem services, sustaining a healthy planet, and delivering essential benefits for all people.”

研究表明，隨著城鎮(zhèn)化比例的不斷提升，城市現(xiàn)代化過程中普遍面臨著城市發(fā)展擴張與自然保護脫鉤的現(xiàn)實問題。

我們強調(diào)中國式現(xiàn)代化是人與自然和諧共生的現(xiàn)代化，需要因地制宜建設(shè)中國特色生物多樣性保護之路，推動城市生物多樣性主流化發(fā)展，持續(xù)加強城市生態(tài)文明建設(shè)。

Evidence shows that, with the continuous increase in urbanization, cities worldwide face a common challenge during modernization: the growing disconnect between urban expansion and nature conservation.

We emphasize that Chinese modernization is one characterized by harmony between humanity and nature. It is essential to pursue a biodiversity conservation pathway with Chinese characteristics, tailored to local conditions, to advance the mainstreaming of biodiversity in urban development and to continuously strengthen ecological civilization in cities.

因此，我們呼吁現(xiàn)在及將來的成員城市：

承諾 將生物多樣性保護理念融入城市規(guī)劃與發(fā)展中，持續(xù)大幅增加城市綠藍色空間的面積、質(zhì)量和連通性、可及性和效益，健全生態(tài)環(huán)境保護法制法規(guī)，嚴格執(zhí)法監(jiān)管，推廣生物多樣性保護科普教育宣傳。

確保 本地生物多樣性、生態(tài)連通性和完整性持續(xù)增強，人類健康和福祉以及與自然的聯(lián)系得到改善，為包容和可持續(xù)的城市化和生態(tài)系統(tǒng)功能和服務(wù)的提供做出貢獻。

Therefore, we call upon current and future member cities to:

Commit to integrating biodiversity conservation into urban planning and development; to significantly enhance the area, quality, connectivity, accessibility, and benefits of urban green and blue spaces; to improve legal and regulatory frameworks for ecological and environmental protection; to strengthen enforcement and supervision; and to promote public awareness and education on biodiversity conservation.

Ensure the continuous enhancement of local biodiversity, ecological connectivity, and integrity; the improvement of human health, well-being, and connection with nature; and contributions to inclusive and sustainable urbanization, as well as to the provision of ecosystem functions and services.
